Vulnerable population groups are social categories of individuals who find themselves in difficult life circumstances and have a higher degree of social vulnerability and insecurity compared to other members of society. These groups may include, in particular: minors, elderly people, single parents with young children, persons with disabilities, and individuals with low socio-economic status.

Vulnerable population groups are at increased risk of exploitation, discrimination, violence, and violations of their rights, and may also face difficulties accessing essential social services such as legal aid, healthcare, education, and employment.
